Req. 1.0.2: "ISIS Automatic Repoint Requests (ARRs)"

Upon request, the ISIS shall generate Automatic Repoint Requests as commands to the spacecraft. The format of these commands is defined in the LAT-SC ICD. The attitude and time data in the ARR is not required to adhere to any specification, and can be completely random.
