Bit masks of which x y layers have cluster count information

unsigned int _LayerCntsStatus::cmaps_or

The OR of all the count maps

unsigned char _LayerCntsStatus::cnts[16 *36 *2]

The counts for each layer that need it

unsigned int _LayerCntsStatus::cnts_width

Number of bits to hold the maximum layer counts field

unsigned short int _LayerCntsStatus::ncmaps

The number of cmaps
