LAT level configurations

In the long term this is handled by MOOT. However, it is useful to have an intermediate format to use for this purpose.

For LCI configurations ``LPA_XML'' is replaces by ``LCI_ACD_XML'', ``LCI_CAL_XML'' or ``LCI_TKR_XML'' as appropriate.
