Inputs for LATC Level Configuration

We specify our intent in building a LATC configuration by providing a vote file for each precinct. As is the case for references in ConfigSystem, these are done by alias to provide an extra level of control to the user.

This is the same for LCI configurations, except that they add an extract precinct vote to specify the LCI instructions.
