PRECINCT   
Region of "configuration space" which hangs together from the
end user's point of view.  Here "end user" refers to 
  * person who wants to build a (part of a) configuration based on 
    application (e.g., science) criteria, aka  intent
  * person who wants to understand configuration in terms of intent 

A precinct is defined by the quantities it determines (e.g., which
LATC registers are under its control) and the kinds of inputs 
(fixed values, calibration files, etc. ) used to determine them
