One ACD Software Counter statistics sample.

A sample consists of

• A class describing the span, both in time and events that the ACD counter information was taken. This is used, for example,to normalize the counter information or convert it to an absolute rate, in Hertz.

• A monitor class. This is captures various performance numbers and is likely of little interest to those outside of the FSW group. It is also likely to disappear in future versions.
